2nd Open Call for Technical Assistance to Tackle Energy Poverty

The Energy Poverty Advisory Hub (EPAH) invites local governments and/or organisations working in strict collaboration with local governments from all the 27 EU Member States to submit their request for technical assistance and receive support in the process of tackling energy poverty.

Applicants can submit online their proposal online from the 1 March 2023. Awarded applicants will receive up to 9 months of tailored support by experts and the EPAH team to develop their energy poverty actions.

The tailor-made assistance will run for up to 9 months and will be made possible due to the strong collaboration between the local government, the EPAH team and an expert organisation selected based on the actions foreseen per proposal.

Frequently asked questions (Q&A)

A: No, financial support will not be provided. The selected proposals will benefit from specific, dedicated technical assistance from our roster of experts and the EPAH team (between 70 and 110 hours of time from the expert organisation).
A: Each registered organisation can submit more than one proposals.
A: The call is designed to welcome different types of requests according to the different approaches adopted by the local governments. However, for a more specific understanding of the different actions to tackle energy poverty we welcome the applicants to access the multiple resources available on the EPAH website (Online courses (short and compact), EPAH ATLAS, EPAH handbooks etc.).
A: Yes, in case of specific needs connected with on-going projects it is possible to ask for technical assistance. In this case it is important to mention the reference project in the sections “Specific Request for Technical Assistance” and when it is specifically requested (“Do you have other activities on going on EP?” section
A: No, it is possible to write the proposal in the national official EU language. However, submissions written in other EU languages will be evaluated after being translated in English. Neither the EPAH team nor the experts will be responsible for issues or misunderstandings that might arise from the quality of the translation. To mitigate this risk, it is advisable to partner with organisations that can provide support also as translators.
A: The proposal foresees up to three partners of different types (e.g. Local government; Civil Society Organisation; Non-Profit Organisation (NGO); Government Institution; Research Centre; Private Company; Energy/Environmental Agency). If there is only one local government involved it should be declared as a single proposal. In case more local governments are applying together or the proposal is submitted by an eurometropole or other realities representative of multiple municipalities the proposal should be declared as a bundle.
A: Priority is given to the quality of the proposal and the possibility to achieve a result during the estimated duration of the technical assistance. However, particular attention will be given to guarantee as much as possible a geographical spread.

Bundle proposals will also be evaluated in relation to the possibility to create replicability and guarantee a smooth and effective coordination among the different realities. A: The main supporting document is the letter of commitment, This letter is not mandatory at this stage. However it will be requested in case the proposal is awarded and should be submitted in 15 days after notification of the award.

1st technical assistance

Locations of the technical assisstance projects EPAH awarded 23 proposals representing 34 municipalities from across Europe during the first call for technical assistance. The call ended on 15 March 2022. Through this collaboration, local governments receive technical assistance to produce effective local results that can serve as inspirational cases for other local governments aiming to undertake similar processes. The tailor-made assistance runs for up to 9 months and is the results of the strong collaboration between the local government, the EPAH team and an expert organisation selected based on the actions foreseen per proposal.
